Being a Magical Girl means many things. It means being strong, fearless, and confident in the face of danger, all to fight witches and cleanse ones Soul Gem. These traits are a necessity, but not all there is to being a magical girl.
Mami Tomoe has two sides to her: outside and inside. On the OUTSIDE, Mami seems almost magical herself. There is an aura around Mami that is hard to ignore. She's kind-hearted, devoted, and warm. There's a willingness to teach and recruit others into the fight against witches. At the surface, these traits make her the poster girl that would make Kyuubey proud. Mami is shown to be mindful, polite, and encouraging. She is essentially introduced as the perfect mentor to those prospective magical girls (Madoka and Sayaka).
With flashy combat moves and a charming personality, Mami comes off as a girl who has a happy and well-rounded life. She is seemingly a reflection of hope, one that Kyuubey hopes will encourage the girls to sign a contract. An ideal mentor, she carries herself in a mature manner and holds the burden of her tasks alone.
This goes against Homura Akemi's mission to stop Madoka from contracting with Kyuubey. I won't touch on the confusing timelines that occur previous to the main series, but there isn't much dislike to be found between Mami and Homura. It's simply clashing ideals. Mami is unaware of the truths behind being a magical girl. She has faith in Kyuubey and is willing to train Sayaka and Madoka as magical girls because Kyuubey has chosen them. Indebted to Kyuubey, Mami blindly believes that this is something that can not be changed. However, Homura disagrees with that entirely. Despite their viewpoints, Mami still shows her manners and even offers Grief Seeds to Homura, only to be scorned. Mami doesn't believe Homura lives up to being a magical girl and often takes initiative herself in some sort of friendly rivalry.
Mami's want to "do good" and defend innocents is what drives her to continue her career as a magical girl. There's a distinct purpose of being a magical girl: to defeat witches to collect Grief Seeds to cleanse their own Soul Gem. To achieve this, a witch must mature to it's full (or almost full) power to produce a Grief Seed. Mami is not above collecting Grief Seeds, but only when the witch has matured on it's own. She is shown to offer a Grief Seed to the new magical girl, Homura Akemi, exemplifying kindness and some form of a truce while Madoka and Sayaka figure out their stance on the contract Kyuubey is offering. However, Mami is not a typical magical girl. Others, primarily Kyouko Sakura, a rival magical girl, allow the witch to mature without interference merely for the Grief Seed, but Mami will quickly dispose of a maturing witch even if it does not drop a reward of any kind. This echos that she is focused on preventing casualties, not just her own gain or benefit.
Sadly, not many people have seen the side that Mami deals with under the veil of magic her life has become shrouded in.
While she remains outwardly confident and helpful, INSIDE she feels insecure and alone. It is revealed that she had no other option than to become a magical girl; her life literally depended on it. With the contract saving her life, she lost her parents and found herself in a downward spiral of being alone. Her debt to Kyuubey is a driving force that has her continue her duties, regardless of the crippling loneliness she feels. It is here that the true Mami Tomoe resides.
Mami shows this side only briefly to Madoka, right before her battle with Charlotte. The mask that she wears to others has cracks in it, subtle but deep enough to shake her very core. Her own back history is revealed briefly through moments in the anime but is further explored in the drama CDs. Although she was excited for Sayaka and Madoka to join her in her ranks, she slowly shows her distaste for the role. She feels bound -- much like the ribbons she wields as weapons -- and obligated to give up any social life for her responsibilities. In fact, some of the positive traits that others view are actually flaws to Mami, mainly involving her own "glamorous" life as a magical girl and her own dedication to witch hunting. She grows to despise it, feeling that her life has begun to revolve around that duty and she was selfish to try and push the girls into becoming magical girls.

Her alliance with Kyouko gave her a bit of optimism and experience in her sisterly mentoring, but ultimately it turns out badly for the both of them; Kyouko especially so. When Madoka and Sayaka seem so interested in becoming a magical girl, under Kyuubey's stressing, Mami tries to be as informative as possible. This drives Mami to once again take her mask and become the mentor, showing her experience and the truth to becoming a magical girl. However, even if she is okay with more magical girls joining her ranks, Mami begins to advise them to choose wisely.
Her advice is usually ominous, based on her own disapproval of her choice and sadness for her choices. This is reflected upon in her expressing Madoka and Sayaka to choose their wishes with the utmost thought behind them. In the end, Mami did not want anyone to suffer the same loneliness and bitterness for living that she had.
Overall, Mami is not just a two sided coin. Regardless of her happy outer shell and shattered insides, Mami remains hopeful. This is a strong trait that she gains with the realization that she does not need to atone for her sins or repay her debt alone. Madoka's friendship is a driving point in her canon, urging her to become impulsive and much like her 'outward' self. She shows genuine happiness and appreciation that her path will not be a lonely one. She confides in the true feelings and distaste she has for her lifestyle and urges Madoka to choose for herself, but at the same time, pleads that she doesn't want to be alone. Madoka calms Mami and this begins a transition of trust for the two girls. After this understanding, Mami is shown to be a bit too trusting and once more, naive in her actions. It's almost a full circle; what caused her to become a magical girl (her impulsive desperation) is what would ultimately kill her. In her final battle, she is arrogant, brash, and a textbook example of skill and power. Mami is truly happy and wanting to show off to her new friends, ignoring Homura's warning. But, as fate would have it, Mami's lonely battle would continue on as she is about to be beheaded. This is what lead to her demise (or seemingly, given her canonpoint).
The root of her duties is to fight for others and make up for the selfish wish she made. She is crippled by the thought of making a contract that saved her life and not her parents in a deadly car crash. This extends her 'heroic' persona in some form of redemption that she can never achieve. She continues to fight onward, even if she feels like giving up at points. That's the real magic, right?

There was a few things Mami Tomoe enjoyed. A nice warm cup of raspberry tea and the satisfaction of a high exam score, just to name a few. Witch hunting did not make this list. There was a job to do, one that lead Mami from her classroom and across to a small alleyway downtown. Through the telepathic urging of Kyuubey, Mami kept a calm and misleading smile on her face as she approached the witch's barrier.
"Judging by the time, we can't wait for too long. Kaname-san and Miki-san should be here soon, right? They're running late. "
Of course, Kyuubey seemingly had an answer for everything. There was no thrill of hunting witches or a real motive, it was simply the right thing to do. No one could dispel a witch's barrier like her, which is why she was so easily lured into the duty. Mami examined over her own soul gem, cradling it for the precious stone it truly was.
"My soul gem doesn't even need the cleansing this time, but I can't let this witch out of my sight. I could just leave, but..."

✿ Weapon Summoning - Mami has two primary weapons.
- The first are an assortment of firearms. Mami summons percussion-lock rifled muskets, be it in single form or multiple duplicates. These are powerful but often disposable, as she goes through multiple rifles without reloading, only to summon more. In addition to the rifles is her self-titled "finishing move", Tiro Finale. She summons an enormous percussion lock cannon to blast away her foes. Mami is shown to be very precise and proficient with these weapons.
- Her second 'weapon' is actually binding ribbons of immense strength. This was her original power before she studied and trained to summon firearms. She is able to summon it to an unknown restraint, binding and trapping foes in it. It is shown to be very hard to break out of for witches and magical girl alike.
- Off topic, but she has also been shown to summon a cup of tea as well, so the exact nature of her summoning is unknown.
✿ Soul Gems - Mami's soul is effectively ripped from her body and bundled into a neat little gemstone. This helps with her transformation from civilian to magical girl, but also limits her. She must stay within a short distance of her soul gem or else she will 'die'. Her Soul Gem allows for her to detect witches as well.
✿ Acrobatics - In her form as a magical girl, she is able to make use of amplified strength, speed, nimbleness and slight healing. This is also tied into the Soul Gem, which severs the 'boundaries' her normal human body has and allows her to become truly magical.
